How do you turn a national sports vision into local reality? For the Luxembourg Olympic and Sports Committee (COSL), one key answer is the structural transformation “IMPULS II”—targeting sport federations and clubs. Guided by this objective, COSL has commissioned TWIN as its strategic partner to engineer the implementation.
COSL is recognised as the central body of Luxembourg sport by the public authorities, as well as the National Olympic Committee (NOC) by the International Olympic Committee (IOC), bringing together all sports or sports-related federations, both Olympic and non-Olympic. Thus, COSL represents 61 federations with more than 125,000 members.
Professionalizing national sport structures at scale
Rooted in COSL’s 2025 sport framework Concept Intégré 2.0, the two-year IMPULS II project, funded by Œuvre Nationale, is dedicated to empowering the country’s federation and club structures. Its guiding principle—“Strong federations, successful clubs”—positions Luxembourg’s sports governing bodies as professional service providers and key drivers of development for their members.
Through a participatory design, IMPULS II is building a methodology that professionalizes the national sports movement from both the top-down and bottom-up simultaneously:

Collect: Conduct data-driven analysis of the status quo within and across Luxembourg’s sports federations and clubs.

Connect: Streamline the dialogue between these key stakeholders, fostering a collaborative environment for modern, future-oriented partnerships.

Create: Develop tangible innovations to address structural challenges—both internally and across sports—and implement them directly into daily athletic operations.
Building on the momentum of the recent Kick Off in the Maison des Sports, TWIN’s strategic role is to advise on the organizational and communication frameworks needed to bolster the capacities of federations—the vital link supporting over 1,500 clubs nationwide.
