Following a successful collaborative design phase, the Luxembourg Olympic and Sports Committee (COSL) has officially extended our partnership, awarding TWIN a comprehensive two-year consulting mandate to guide the strategic development and implementation of the nationwide IMPULS² project.
As the officially recognized authority for Luxembourg sports and the country’s National Olympic Committee (NOC), COSL serves as the umbrella organization for all sports federations, whether Olympic or non-Olympic. In this role, it represents 58 distinct federations, uniting a collective membership of over 125,000 individuals.
By trusting TWIN to co-steer a nationwide structural transformation, COSL underscores the value of bringing deep-rooted, sustainable frameworks to institutional sports organisations. For us, this long-term partnership stands as a strong international validation of our specialised, systemic approach to sport development.

Architecting transformation: From national vision to local reality
Scaling structural change across an entire country requires moving past short-term fixes; it demands a rigorous systemic framework capable of translating national vision into localized operational reality. Rooted in COSL’s Concept Intégré 2.0 and funded by Œuvre Nationale, IMPULS² is driving a major transformation across Luxembourg’s sporting landscape.
Guided by the principle of “Strong federations, successful clubs”, the project positions sports governing bodies as proactive, professional service hubs. Six pilot federations—Track & Field, Judo, Climbing, Badminton, Volleyball, and Cycling—will act as pioneers of transformation, whose experiences and solutions will subsequently benefit the entire Luxembourgish sports system.
To ensure sustainable impact, IMPULS² deploys a participatory model that integrates top-down strategy with bottom-up, grassroots engagement. This structure not only reinforces inter-federation collaboration but also enhances their capacity to guide structural development throughout the country’s 1,200 foundational clubs. Based on the systemic design co-developed by TWIN, IMPULS² is built around three key pillars:

Collect: Conduct data-driven analysis of the status quo within and across Luxembourg’s sports federations and clubs.

Connect: Streamline the dialogue between key sports stakeholders, fostering a collaborative environment for modern, future-oriented partnerships.

Create: Develop tangible innovations to address structural challenges—both internally and across sports—and implement them directly into daily athletic operations.
Following our successful collaboration on the project’s foundational design, extending TWIN’s mandate into a multi-year partnership through 2028 is a natural next step built on mutual trust. This long-term contract highlights our capability to translate complex institutional visions into operational reality on an international scale.
