Last week signaled the official launch of IMPULS II in Luxembourg City, an event that united 26 national federations. As the project’s strategic partner, TWIN is delighted to support the Luxembourg Olympic and Sports Committee (COSL) in advancing the nation’s systemic sport development.
Backed by funding from the Œuvre Nationale, IMPULS II focuses on enhancing the interconnectedness of Luxembourgish sport federations, bolstering their capacity to lead structural and operational growth across the more than 1,500 clubs that form the foundation of the country’s sports system. In our role, TWIN provides specialized consulting expertise to COSL to ensure that innovative strategies are not merely designed, but sustainably integrated into the existing landscape.

The path forward
Following the internal project launch in February, the IMPULS II Federation Kick Off took place at the Coque, the National Sports and Culture Centre of Luxembourg. This marked the starting point of a collaborative journey — focused on dialogue, identifying strengths, and shaping future together. Seeing so many national federations gathered at this impressive place was a powerful reminder of the collective energy within Luxembourgish sport.
Operating as an open and participatory process, IMPULS II establishes a methodology designed to professionalize the national sports movement through a simultaneous top-down and bottom-up approach:
- Performing data-driven analyses to assess the current status quo within and across the various sports federations and clubs in Luxembourg.

Streamlining dialogue among these essential stakeholders, creating a collaborative space for modern, future-oriented partnerships.

Developing practical innovations to tackle structural challenges—both within individual organizations and across the wider sports landscape—to implement them directly into daily athletic operations.
A central element of this concept is the principle of “Model federations for all”. A selection of federations will take on an active role as pioneers of transformation. The experiences and solutions developed by these model federations will later be transferred to and benefit the entire sports system.
Federations are now invited to enter the next phase of IMPULS II by submitting their candidature to participate in this new wave of development. TWIN looks forward to shaping this future alongside COSL.
